Is "Rename Page in Web Locators" feature available for all users or only for Admin?

I'm trying to do a bulk edit for locators and change the page name for them. The user-guide states the "Rename Page" feature in the web locators page is used for this purpose (https://subject7.atlassian.net/wiki/spaces/SD/pages/37486614/Rename+Page+in+Web+Locators) but I don't see it.

Is it only available for users with Admin role or is it removed?
