Unable to transfer artifacts from one user to another as Admin user

As an Admin user, I am unable to transfer artifacts from one user to another; i get an error message (please see screenshot below).

We are on  9.3.2.1676 currently, prior to that version we never had this issue. Thanks.

Hi Stephen,

Is this happening with all users or just the user displayed in the image? 

Would it be possible to do a simple test by picking one asset (maybe a Web Locator) and clicking Change Owner icon in the toolbar to see if any errors occur?

It is happening to all users; I tried this with a different set of users; same error.

I was able to transfer a web locator back and forth from the same users in the previously provided screenshot with no issues.
